Is the ice pad good for the body?

Q: I have a 13-week-old toy Poodle. At first, she used her ,pee pee pad,, but now she is going on my rugs in the kitchen and in the bathroom. I washed them, told her “no” and put her on the ,pad,, but she has continued not to use the ,pad, for a week.

He has a play pen completely covered in pads that I put him in when it’s time to go potty. Take him to his pads and say go potty every couple hours. Spray a puppy attractant on his pads and praise him and give him treats when he uses his pads, which is maybe once a week.
